The composition of the Fire Department of the City shall not exceed:
(a) Chief; four Captains; a minimum of three Lieutenants, but not to exceed three Lieutenants; and eighteen firefighters.
(b) A Captain will serve as Fire Prevention Officer and shall direct all activities of the Fire Prevention Bureau in accordance with Section 1501.03 of these Codified Ordinances.
(c) In the event of the prolonged absence, unavailability or disability of the Fire Chief, a Captain (designated by the Fire Chief) will serve as Acting Fire Chief and, subject to prior approval of the Mayor, will be compensated accordingly during that period.
