All heavy machinery or other equipment shall be moved through the City on a carryall. No person so moving such equipment shall fail to apply to the Building Department for a permit therefor and to make the necessary arrangements for an inspector. The route over which the equipment is to be moved, and the time when the work is to be done, shall be specified and a fee as set forth in Section 1351.09(l) paid when the permit is issued.
Road rollers and excavating equipment may be moved to and from jobs within the City without a permit, but shall be moved only over such streets and at such times as the Building Commissioner may direct.
