905.04 MAINTENANCE OF TREE LAWNS; SALT STRIPS.
   (a)   The owner and person in control of premises abutting the public sidewalk and tree lawn area are required to maintain the tree lawn in a neat and clean condition, planted in lawn or maintained as otherwise permitted by the Service Director, except as otherwise authorized hereinafter, and free of nuisance, as commonly known or as described or defined in these Codified Ordinances. Tree removal or trimming shall be the responsibility of the City, but the repair of tree root damage to sidewalks and driveway aprons shall be performed by the owner and person in control. If the City performs such repair, the cost thereof shall be paid by or assessed to the abutting owner in the manner prescribed in Section 905.03 and similar ordinances adopted by Council in prior years.
   The Service Director may authorize a type of maintenance of tree lawns other than the planting of lawns, provided the substitution is similar and secures the objects of the maintenance requirements provided in the previous paragraph. He or she shall maintain a log as a permanent record in his or her Department of authorization under this paragraph of owners who have been allowed an exception to the foregoing paragraph.

   (b)   A tree lawn, for the purposes of this section, is the area between the street line, as defined in Section 1150.09(139), and the street curbing, edge of the pavement or ditch adjacent to such pavement, excluding sidewalks where such are provided.
   (c)   In retail districts, salt strips, i.e. narrow sidewalks, twenty-four inches wide and six inches of concrete thick may be placed along the curb. Loose stones or other arrangements will not be permitted except as provided in subsection (a) hereof.
