The Director of Service shall, by virtue of his or her office, be the City Arborist.
(a) Scope of Authority. The Director of Service is hereby given full jurisdiction, authority, control, supervision and direction of all trees which now or which may hereafter exist upon any public place in the City and over all trees which exist upon any private property in the City when such trees constitute a menace to the City.
(1) Issuance of permits. The Director of Service is also given full jurisdiction, authority and control in connection with the issuance of permits hereinafter provided for.
(2) Delegation of duties and authority. In the exercise of any or all of the powers herein granted, the Director of Service shall have the authority to delegate all or such part of his or her power and duties with respect to supervision and control of trees to his or her subordinates and assistants in the employ of the City as he or she may from time to time determine.
(b) Order to Preserve or Remove. The Director of Service shall have the authority and it shall be his or her duty to order the trimming, preservation or removal of trees or plants upon private property when he or she finds such action necessary to public safety or to prevent the spread of disease or insects to public trees and places.
