§ 71.78 RIGHT-OF-WAY YIELDED BY PEDESTRIANS.
   (A)   Every pedestrian crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway.
   (B)   Any pedestrian crossing on the roadway at a point where a pedestrian tunnel or overhead pedestrian crossing has been provided shall yield the right-of-way to all vehicles upon the roadway.
   (C)   Between adjacent intersections at which traffic-control signals are in operation, pedestrians shall not cross at any place, except in a marked crosswalk.
   (D)   Notwithstanding the provisions of this section every operator of a vehicle shall exercise due care to avoid colliding with any pedestrian upon any roadway, shall give warning by sounding the horn when necessary and shall exercise proper precaution upon observing a child or a confused or incapacitated person upon a roadway.

§ 71.79 PEDESTRIAN WALKING ALONG HIGHWAY.
   Pedestrians shall, at all times when walking on or along a highway, walk on the left side of the highway.

§ 71.80 SOLICITING RIDES PROHIBITED.
   No person shall stand in a roadway for the purpose of soliciting a ride.

§ 71.99 PENALTY.
   (A)   Whoever violates any provision of this chapter where no other penalty is provided shall be deemed guilty of a misdemeanor and shall be fined not less than $25, nor more than $500.
   (B)   A late payment penalty of $25 shall be charged for any ticket violation not paid within five days.
   (C)   Violators of § 71.38 shall be subject to the fine schedule as set forth in KRS 189.394, as amended.
