(a) In the residential area of the Village the pavement area shall be 20 feet in width, with a base of stone berm of at least six (6) inches with a water binding cover of one and one-half (1½) inch of smaller stone, and shall have a 2½ inches slope from center thus allowing drainage or shedding of surface water. The Village then will accept the street and cover the street with 1½ inches of blacktop of standard mixture currently being used for such purposes.
(b) The area where such streets are to be built or extended must be on a strip 50 feet wide and must be laid out properly as to grade level as determined by the engineer setting up said plans for the streets and right-of-way.
