The Design Review Board shall consist of five members appointed by the Mayor with approval by a majority of those elected to Council. If the Mayor fails to fill a vacancy on the Board within thirty days, Council shall have the right to appoint a new member. Members shall service without compensation, and shall be qualified by reason of general knowledge of architecture and building criteria. Members shall be residents of the Village. Two members shall be chosen from Council. All members shall hold office two years. Upon passage of this section, two members shall be appointed for one year and three members shall be appointed for two years. Members may succeed themselves. Vacancies shall be filled by appointment by the Mayor and approved by Council. Any member not attending three consecutive regular meetings of the Board may be removed from the Board by the Mayor. The Mayor may serve on the Board.
