It is the intent of the Design Review Board to promote and protect the general welfare of the residents of the Village through:
(a) Establishment of criteria that will direct exterior building design and/or modification, vehicular and pedestrian access, and overall site planning in accordance with the design characteristics prevalent in certain areas of the Village. These criteria will be directed toward:
(1) Building size and scale.
(2) Building materials and details.
(3) Site development.
(4) Interrelationships with other environmental elements such as adjacent buildings, streets, walkways, landscaping and signage.
(5) Enhancement or protection of specific public places or properties.
(b) Establishment of specific Village landmarks and Village Preservation Districts which are of usual importance to Lowellville and the surrounding region by their associated historical events and/or their architectural significance.
(c) Establishment of a design review process, as described below, to retain the unique qualities of the Village to ensure single family and multiple family dwellings are constructed in a manner to preserve and enhance the residential character of the Village, to promote a continuance of the Village’s scale in new commercial and industrial development insofar as is reasonable, and to increase pedestrian access throughout the Village wherever possible. This review process shall cover all new construction, as well as other types of construction as noted throughout this ordinance, and the review process shall apply to all residential, commercial, and industrial districts in the Village.
(d) Encouragement of a public knowledge and understanding of those elements of the built environment of the Village that constitute its architectural and historical character. (Ord. 2818. Passed 11-29-95.)
