The authorized inspector with the consent of Council may cause any vacant building or structure to be demolished and removed at the expense of the Village after violation notices and orders for condemnation in a manner provided in Sections 1343.03, 1343.07 and 1343.08 when these buildings or structures constitute an immediate menace to public health, safety or welfare. A statement of the cost of such work shall be transmitted to Council, who shall cause the same to be paid and levied as a special assessment against the property.
