559.04 COSTS OF REMOVAL.
   (a)   The costs of removal or abatement of a public nuisance described in Section 559.01 shall become the personal obligation of the property owner from which such public nuisance has been removed or abated by the Village pursuant to Section 559.03 . Such cost shall be the total cost of removal or abatement, at a minimum service charge of one hundred fifty dollars ($150.00) per occurrence.
   (b)   When the property owner owns two or more contiguous parcels of land, such cost shall be the total cost of removal or abatement, at a minimum service charge of one hundred fifty dollars ($150.00) per occurrence, for the first parcel of land. For each contiguous parcel of land, such cost shall be the total cost of removal or abatement, at a minimum service charge of one hundred dollars ($100.00) per occurrence.
   (c)   The costs or charges for such removal or abatement shall be collected from the property owners by any duly appointed collection agency or agent acting on the Village’s behalf as an outstanding debt owed to the Village. If, after reasonable efforts, such cost or charges are uncollected as an outstanding debt owed to the Village by any duly appointed collection agency or agent then the cost or charges for such removal or abatement may be certified by the Village to the County Auditor, to be assessed against the property, and thereby made a lien upon it and collected as other taxes.
