Where required to facilitate proper roadside drainage, any person firm or corporation installing a driveway entrance shall be required to install and maintain a 12-inch minimum diameter corrugated metal pipe of galvanized steel (aluminum not permitted) at least 20 feet in length, designed so as not to create a hazard to the under parts of automobiles, at the entrance of each driveway.
