It is unlawful for any person, firm or corporation to excavate, or fill for any purpose or to dig for any purpose in any public right-of-way within the corporate limits of the town until such person, firm or corporation has made application to the Building Department of the town and the application has been approved and a permit has been issued by the Building Department.
