§ 71.15 UNSAFE OPERATION OF VEHICLE.
   It shall be a violation of this chapter for the operator of any vehicle to:
    (A)   Engage or attempt to engage others in a race or speed contest with any other vehicle or person unless said race or contest is authorized under state or local law in an area approved for racing or speed contests;
   (B)    Accelerate, stop or operate a vehicle in such a manner that would distract or avert the attention of the operator of any other vehicle or that would harm, damage or deface, or threaten to harm, damage or deface, any person or property or the surface of any roadway or property, except when such action is reasonably necessary to avoid a collision with any other vehicle or person;
   (C)   Overtake or pass another vehicle in an unsafe manner or by leaving the traveled portion of the roadway in any manner;
   (D)   Intentionally or recklessly operate a vehicle to threaten harm or damage to any person or property; or
   (E)   Move or operate any vehicle when the movement of said vehicle will cause any person to be pulled, dragged or towed by said vehicle on any public road or way.

TRUCK TRAFFIC
§ 71.15 TRUCKS RESTRICTED.
   (A)   No driver of a road tractor, semi-trailer, trailer or truck tractor shall drive it upon any street (not listed in Chapter 74, Sched. IV as a truck route or within a residential area) except for the purpose of making a delivery or carrying on business in the block in which such vehicle is being driven. Any driver making such delivery shall enter the street at the first intersection nearest the point of delivery and leave such street at the first intersection after such delivery.
   (B)   It is the intent of this section that any driver making such delivery or carrying on business on a street other than a truck route shall use the shortest possible route to and from a truck route for purposes of making the delivery or carrying on the business.

§ 71.16 PARKING OF TRUCKS IN RESIDENTIAL AREA.
   No person shall park or cause to be parked any road tractor, semi-trailer, trailer or truck tractor upon any street in the city located in an area zoned primarily for residential purposes. Provided, however, this section shall not apply to the parking of vehicles in any area, regardless of zoning designation, for purposes of making a delivery or carrying on business.

§ 71.17 PARKING OF TRUCKS IN BUSINESS DISTRICT.
   No person shall park or cause to be parked any road tractor, semi-trailer, trailer or truck tractor on any street within the central business district of the city. Provided, however, that such vehicles may park in the area for a reasonable time for the purpose of loading or unloading freight. In the event of an emergency, exceptions to this section may be permitted by special authorization of a police officer.
