§ 74.30  GENERAL PROVISIONS.
   A golf cart or utility vehicle may only be operated on public streets and roads within the city under the following conditions and circumstances.
   (A)   Golf carts and utility vehicles shall not be operated on any street or road with a posted speed limit in excess of 35 mph, or any street, road or portion of a street or road for which the operation of a golf cart or utility vehicle has been specifically prohibited. (See Ch. 76, Sch. XIII.)
   (B)   No person shall operate a golf cart or utility vehicle unless that person is licensed by their state of legal residence to operate a motor vehicle and then only in accordance with the terms and provisions of that license. No person under the age of 16 shall operate a golf cart or utility vehicle unless they possess a valid learner’s permit issued by the state and are accompanied by a licensed driver as required by the learner’s permit.
   (C)   The maximum occupancy of a golf cart or utility vehicle shall be one person per designated seat. No occupants of a golf cart or utility vehicle shall stand at any time that the golf cart or utility vehicle is in motion.
   (D)   No golf cart or utility vehicle shall be operated at a speed greater than reasonable or prudent for the existing conditions, and in no instance at a speed greater than 20 mph.
   (E)   No golf cart or utility vehicle shall be operated in a careless or reckless manner.
   (F)   Golf carts and utility vehicles must be operated to the extreme right of the street and must yield to all vehicular and pedestrian traffic.
   (G)   Golf carts and utility vehicles shall only be operated during daylight hours from sunup to sundown.
   (H)   Golf carts and utility vehicles shall be operated in accordance with all applicable state and local laws and ordinances, including all laws, regulations and ordinances pertaining to the possession and use of alcoholic beverages.
   (I)   All golf carts and utility vehicles operating on public streets and roads shall have the basic safety equipment supplied by the manufacturer and the original vehicle identification number. No golf cart or utility vehicle shall operate on public streets or roads without lights and reflectors visible under normal conditions from a distance of at least 300 feet in front of such golf cart or utility vehicle, and two red lamps on the rear, exhibiting a red light visible under normal conditions from a distance of at least 200 feet to the rear or such golf cart or utility vehicle.
   (J)   The Chief of Police or his or her designee may prohibit the operation of golf carts on any street or road if it is determined that the prohibition is necessary or advisable to ensure the public health, safety and welfare.
