§ 73.34 TAXICAB STANDS; UNLAWFUL CONDUCT.
   (A)   Streets, for the purpose of this section, means every public road, avenue, alley, boulevard, way, bridge, viaduct, or trestle and the approaches to them, and includes off-street parking facilities and access ways offered for public use, whether publicly or privately owned, except for-hire parking facilities listed in KRS 189.700.
   (B)   The Director of Public Works is authorized and empowered to establish taxicab stands in such place or places on the streets of the Metro as may be necessary or desirable. The Director of Public Works shall not establish a taxicab stand without taking into consideration the need for such stands by the companies and the convenience to the general public. The Director of Public Works shall prescribe the number of taxicabs that shall occupy taxicab stands. The Director of Public Works shall not create a taxicab stand in front of any place of business where the abutting property owners object to it or where the stand would create a traffic hazard. Taxicab stands may be established on a temporary or permanent basis.
   (C)   Taxicabs licensed pursuant to §§ 115.240 et seq. may park within taxicab stands and the stands shall be for their exclusive use. This use is subject to applicable loading zones set out in § 72.034(D)(3), (4), (5), and (6).
   (D)   All taxicab stands shall be open on a first-come-first-serve basis to all taxicabs licensed pursuant to §§ 115.240 et seq..
