It shall be the policy of the Metro Government that its employees and agents shall exercise due diligence in the billing and collection of fees that shall be established pursuant to this subchapter; provided, however, that nothing in this subchapter shall be construed to deny any person, under any circumstances, emergency medical services on the grounds that such person is unable or unwilling to pay for the service.
