(A) All appointments, promotions, demotions, layoffs and dismissals of employees are recommended by the Department Director.
(B) With the exception of persons appointed on an emergency basis, newly hired and promoted employees may not begin work until the Director of Human Resources, or designee notifies the appropriate Director.
