§ 37.20 DEFINITIONS.
   For purposes of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
   APPRENTICES. A person at least 18 years of age who is a high school graduate or has a GED and has entered into an apprenticeship agreement with a qualified bidder.
   APPRENTICESHIP AGREEMENT. A voluntary written agreement entered into by an apprentice with a qualified bidder and registered and approved by the Federal Office of Apprenticeship Training, Employer and Labor Services or by the Supervisor of Apprenticeship and Training, Kentucky Labor Cabinet, which agreement contains the terms and conditions of employment and training of the apprentice to enable the apprentice to learn the trade or craft of the qualified bidder.
   APPRENTICESHIP PROGRAM. A written plan containing all terms and conditions for the qualification, recruitment, selection, employment, and training of apprentices in construction or construction related services which has been registered and approved by Federal Office of Apprenticeship Training, Employer and Labor Services or by the Supervisor of Apprenticeship and Training, Kentucky Labor Cabinet.
   CONSTRUCTION OR CONSTRUCTION RELATED SERVICES. The process of managing or overseeing building, altering, repairing, improving, or demolishing any structure or building owned or leased by the Metro Government or other improvements of any kind to any real property owned or leased by the Metro Government, including any work performed on electrical, gas, mechanical and/or plumbing systems contained in or on such buildings, structures or real property.
   DEPARTMENT. The Louisville/Jefferson County Metro Government Purchasing Department.
   PREFERENCE. The specific percentage identified in this subchapter to be deducted from the bid quote of a qualified bidder.
   QUALIFIED BID RESPONSES. A bid response from a qualified bidder where the dollar meets or exceeds the requirements of this subchapter.
   QUALIFIED BIDDER. A bidder in the construction or construction-related services industry who meets all requirements of the Department and Metro Government and who ensures that at least 15% of the total labor hours of a single project are performed by apprentices enrolled in a qualified apprenticeship program.
