351.14 SNOW EMERGENCY PARKING BAN.
   (a)   In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on streets or portions of streets named in subsection (d) hereof, it is hereby declared that an emergency due to such hazards exists whenever a snow accumulation of two inches or more exists on any of such named streets within the City. Such emergency shall continue until a termination announcement is made by the City Manager or Service Director and the announcement of termination shall be furnished to the news media consisting of daily newspapers, radio and television stations as soon as practicable.
   (b)   After such emergency has arisen, it shall be unlawful during the period of the emergency for any person to park or cause or permit to remain standing his motor vehicle on either side of those streets or portions thereof named in subsection (d) hereof.
   (c)   Any motor vehicle found parked or standing on those streets or portions thereof named in subsection (d) hereof during the time of such emergency may be removed upon the order of any duly appointed officer of the City Police Department and shall subject the owner or operator to the penalties provided herein.
   (d)   The streets or portions thereof where parking is prohibited after an emergency has arisen are all streets, alleys and thoroughfares of the City.

   (e)   The owner or operator of a vehicle found parked or standing on any streets named in subsection (d) of this section during a declared emergency shall be subject to the penalty provided in 303.99(a).
