"Business district" means East Main Street and West Main Street between Silver Street and the west corporation limits; South Chapel Street and North Chapel Street between Broad Street and Woodard Avenue; and East Gorgas Street between Chapel Street and Edwards Street, and shall also include the territory fronting upon a street or highway, including the street or highway, between successive intersections within the City where fifty percent or more of the frontage between such successive intersections is occupied by buildings in use for business, or within the City where fifty percent or more of the frontage for a distance of 300 feet or more is occupied by buildings in use for business, and the character of such territory is indicated by official traffic control devices.
