191.14 ALLOCATION OF FUNDS.
   The funds collected under the provisions of this chapter providing for a collection of an income tax in the City shall be deposited in the General Fund. The funds shall be disbursed in the following manner during each calendar year.
   (a)   Such part thereof as shall be necessary to defray all expenses of collecting the tax and administering and enforcing the provisions of this chapter.
   (b)    Such part thereof as shall be necessary to support departments of Police, Fire, Street Lighting, Signs and Signals, Environmental Health, Parks, Community Programming, Planning and Development, Building Code, Lands and Buildings, Administration, Other Operating and/or Capital Expenses of the City.
   (c)   All sums collected and not allocated by provisions of subsections (a) and (b) hereof may be transferred for purposes and in proportions as Council may designate by Appropriation Ordinance or subsequent Resolution.
