171.01 MINOR MISDEMEANOR VIOLATIONS BUREAU.
   (a)   Pursuant to Ohio R.C. 2935.26(C), persons upon whom minor misdemeanor citations or notices have been served by any patrolman, deputy sheriff or highway patrolman for any minor misdemeanor offense within seven days after the date of issuance of the ticket, may at their option:
      (1)   Appear in person at the Minor Misdemeanor Violation Bureau, sign a plea of guilty and waiver of trial provision of the ticket and pay the total amount of fine and costs; or
      (2)   Sign the guilty plea and waiver of trial provision of the ticket, and mail the ticket and certified check or money order for the total amount of fine and costs to the Minor Misdemeanor Violation Bureau.
   Remittances by mail of the fine and costs to the Minor Misdemeanor Violation Bureau shall constitute a guilty plea and waiver of trial whether or not the guilty plea and waiver of the trial provision of the ticket signed by the defendant.

   (b)   The offenses described below for which fines and costs are provided are minor misdemeanor offenses for which offenders, subject to approval of the Mayor, may be excused from attendance in Mayor’s Court to answer to the charges:

except parking violations, as provided in Chapter 351 of the Traffic Code.
   The above schedule of fines shall be distributed to all law enforcement officers operating within the jurisdiction of the Mayor’s Court and shall be permanently displayed at the place in the Minor Misdemeanor Violations Bureau where fines are paid.
   (c)   The privilege of disposing of any case through the Minor Misdemeanor Violation Bureau shall terminate at 5:00 p.m. on the date of the Court appearance listed in the citation, and thereafter the offender must come before the Court on the date and hour named in the citation.    (d)   Prior to 11:00 a.m. of the next succeeding court day, the Minor Misdemeanor Violation Bureau Clerk shall make up a list of persons so appearing and paying stipulated penalties, showing opposite each person’s name, the case number, the offense, and the amount of penalty received.
   (e)   The Clerk shall retain the citation with the signed plea of guilty thereon, the amount of penalty endorsed thereon, and date and payment thereof, and stamp the file “Disposed of” and preserve the same for inspection.
   (f)   Minor misdemeanor citations or notices to persons to appear in this Court for any offenses shall contain therein a NOTICE TO VIOLATOR informing him that he may have the option of paying the same either by:
      (1)   Appearing in person at the Minor Misdemeanor Violation Bureau, located on the Main Floor of the Municipal Building, corner of South Mill Street and East Gorgas Street, Louisville, Ohio 44641 between the hours of 9:00 a.m. to 5:00 p.m. Monday through Friday inclusive and legal holidays excepted, not sooner than twenty-four hours after having received the citation nor later than seven days after date of issuance of the ticket to sign the plea of guilty and waiver of trial provision of the ticket and pay the total amount of fine and costs; or
      (2)   Sign the guilty plea and waiver of trial provision of the ticket, and mail the ticket and certified check or money order for the total amount of fine and costs to the Minor Misdemeanor Violation Bureau, located at the Municipal Building, corner of South Mill Street and East Gorgas Street, Louisville, Ohio 44641.
   (g)   Minor misdemeanor citations and notices shall have imprinted thereon the penalty opposite each offense.
   Minor misdemeanor citations and notices shall have imprinted thereon the following form as to GUILTY PLEA, WAVIER OF TRIAL AND PAYMENT OF FINE AND COSTS:
