157.09 INCOMPATIBLE EMPLOYMENT.
   No employee of the City shall engage in any occupation or outside activity which is incompatible with his employment by the City. Any officer or employee engaging in any occupation or outside activity for compensation shall inform the City Manager of the time required and the nature of such activity in writing, and the City Manager shall determine whether or not such activity is incompatible with City employment.
