(a) Physicals. All appointees to permanent positions shall meet the minimum physical requirements of the position before the effective date of the appointment. No person declared to be less than physically capable of performing the duties of the position shall be appointed. Incumbents shall maintain a minimum level of physical fitness in order to retain the position.
(b) Entrance Salary Rates.
(1) Starting rate on return to duty. When an employee returns to duty at the same class or position after separation from City service for not more than one year which separation was not due to discreditable circumstances, such employee shall receive the rate of compensation scheduled for such class or position.
(2) Starting rate on return from military service. Any employee who leaves or has left the City service to enter the active service of the armed forces of the United States and who subsequently is reinstated to the position previously held by him shall receive the rate of compensation scheduled for such class or position.

(3) Temporary assignments. An employee assigned to temporarily assume the duties of a higher position in the Classification Plan shall receive additional compensation for such temporary assignment provided certain conditions are met. The additional compensation shall be the greater of a 5% increase over the employee’s then current rate of pay or the minimum rate of the position the employee is temporarily filling. The conditions required for such additional compensation are as follows:
A. The employee is performing the full range of duties of the higher position;
B. The employee is performing the duties for a period exceeding ten working days; and
C. The temporary assignment and compensation are approved in advance by the City Manager. In the event of a major illness or injury creating the need for such temporary assignment, approval shall be documented as soon as is possible after learning of the severity of the injury or illness.

(4) Rate of pay on promotion. In any case where an employee is promoted, such employee shall receive the higher compensation provided for such position.

(c) Probation and Advancement Within the Compensation Schedule. After initial appointment or promotion to a merit position the first four months of service in the position to which appointed or promoted shall be considered as a period of probation in all departments except the Police Department and the Fire Department. Probation period for employees of the Police Department and Fire Department shall be one year. In the event that the employee does not satisfactorily complete his or her probationary period, he or she shall be separated from service except that in the case of promotion from a lower position he or she shall revert to such position.
