149.01 ESTABLISHED; DIRECTOR; APPOINTMENT.

There shall be a Department of Service, the head of which shall be the Director of Public Works and Services, and have the title of Service Director as referred to herein, who shall be appointed by the City Manager, with the consent of Council. The Manager may be the Director of Public Works and Services.
