145.01 DUTIES OF CHIEF.
   (a)    The Chief of the Fire Department is directly responsible to and subject to the direction and control of the City Manager. He shall make surveys and reports incident to fire prevention as the City Manager may direct or require. He is directly responsible for the care and maintenance of all firefighting equipment and for the maintenance of Department equipment and quarters in a safe, efficient and proper condition, subject to the unqualified power of Council to acquire and dispose of the same by sale or otherwise.
   (b)    The Chief of the Fire Department shall enlist, recommend for appointment, equip and train all regular and volunteer firemen, and he shall provide and arrange for regular fire drills for members of the Department once each month. For the fulfillment of his duties, he is authorized to establish such rules and regulations for the Department as are reasonable and necessary and not inconsistent with any law or ordinance.
   (c)    When the services of the Fire Department have been properly committed to a fire, the Chief shall assume and be solely charged with the direction and control of the employment of the firefighting equipment and personnel. When he has determined during the course of any fire that the available regular and volunteer members of his Department are insufficient to properly and efficiently control or extinguish the fire, he is authorized to employ or enlist the help of such additional persons as he deems necessary.
