(a) There is hereby established an auxiliary police department consisting of not more than twenty-five volunteer members.
(b) Each auxiliary policeman, while on duty, shall be under the direction and control of the Chief of Police who in turn shall be under the direction and control of the City Manager. The captain of the auxiliary police department shall be responsible for the care and maintenance of all auxiliary police equipment and for the appearance of said auxiliary policemen. The City Manager with advice of the Chief of Police and the captain of the auxiliary police department shall adopt rules and regulations and tables of organization for the auxiliary police department.
(c) All auxiliary policemen shall be appointed by the City Manager and shall serve without pay.
(d) Each auxiliary policeman shall upon appointment be sworn in as a police officer but his rights and duties as a police officer shall apply only at such times as fall within one of the following categories:
(1) When the auxiliary policeman has been assigned by the captain of the auxiliary police department at the request of the City Manager or Chief of Police to serve a specific tour of duty, and such auxiliary policeman has entered his name in a log or duty roster for such specific tour. The log or duty roster referred to shall be kept in the police department office.
(2) When the Chief of Police or any regular policeman requests the immediate services of any auxiliary policeman and the urgency of such action prevents the auxiliary policeman from being first logged in as set forth in subsection (d)(l) above. If the Chief of Police or any regular policeman takes such action, he shall as soon as time permits certify the fact in the log or duty roster.
(3) When such auxiliary policeman sees a felony committed in his presence at any time.
(e) Whenever an auxiliary policeman is performing duties under subsection (d) above, he shall be under the direction and control of the Chief of Police.
