(a) At all times while on duty each police officer of the City shall clothe himself with a uniform of such color and design as is determined by the Safety Committee of Council, or, in the absence of such Safety Committee, by the entire Council.
(b) At all times while on duty each police officer of the City shall maintain a clean and neat appearance satisfactory to the City Manager and/or Chief of Police.
(c) The City Manager may punish any officer who violates the provisions of subsection (a) or (b) above in accordance with the provisions of law and the rules and regulations of the Police Department.
