(a) The employment of substitute policemen is authorized during the absence of any of the regular police officers.
(b) In addition to and supplementing the private police force of the City, the City Manager is hereby authorized and directed, whenever necessary or as he deems advisable, to appoint such part-time special school patrol watchmen as authorized by ordinance. These special school patrol watchmen shall perform their duties at such place or places and for such periods of time as the City Manager may designate and determine and shall serve at the pleasure of the City Manager.
(c) During such periods deemed emergencies by the City Manager, he is authorized to employ special policemen in such numbers as he in his discretion, determines necessary.
