139.06 CONTRACTS: PUBLIC IMPROVEMENTS.
   (a)    All contracts exceeding two hundred fifty dollars ($250.00) but less than five thousand dollars ($5,000) for construction, remodeling, repair or alteration of municipal buildings shall be the result of open competition as evidenced by three written bids or written solicitation of bids for the project before the contract is awarded.

   (b)    Proposals for furnishing of materials and doing the work necessary for the erection, repair or alteration of a public building or improvement may be by separate and distinct proposals for furnishing such materials or doing such work, or both, for each separate and distinct trade or kind of mechanical labor, employment or business entering into the improvement; or proposals may be for the entire job or portion thereof; and a contract shall be awarded to the lowest and best bidder in the discretion of the contracting authority.
