Special meetings of Council may be called by the Mayor-Councilman or any two councilmen upon the giving of twenty-four hour notice thereof by the Clerk of Council. Such notice may be served personally, by regular mail or left at a councilman’s residence. Council may by motion waive the notice as to those members present at the regular meeting at which the decision was made to call a special meeting.
