(a) The first meeting of each newly elected Council for induction into office or other proper duties, shall be held at 7:00 p.m. on the first Monday in January, next following its election, after which Council shall meet regularly on the first and third Monday of each calendar month at 7:00 p.m. except whenever a regular scheduled meeting falls on a legal holiday or on the day prior to a regular election, the meeting may be waived.
