167.03 RESPONSIBILITIES OF PARKS ADVISORY COMMITTEE; ADMINISTRATION.
   (a)   The Parks Advisory Committee of the City shall serve as an advisory board and shall make recommendations and provide guidance and assistance to the City Council, with the concurrence and approval of the City Manager, about equipping and operating, the city parks, playgrounds, and playing fields.
   (b)   The Service Department of the City shall be responsible for maintenance of all playgrounds, playfields, or other non-specific recreational programs.
   (c)   The maintenance expense of all parks, playgrounds, and associated parking lots, sidewalks, facilities, etc., shall be provided for via appropriations contained within the Service Department or other appropriate city budget.
   (d)   The Parks personnel shall be under the authority of the Service Department Administration.
