(a) The City of Louisville, OH owns, operates, and maintains traffic signal poles, traffic sign poles, select street lights, and siren poles. The city will not authorize any attachments to city-owned infrastructure that negatively impacts the structural integrity, use or purpose of the associated infrastructure. In addition to Section 957.06, the following guidelines apply to collocation of small cell facilities on city-owned wireless support structures:
(1) Decorative/Nostalgic Poles.
A. Requests for collocation on existing decorative/nostalgic poles within the City of Louisville, Ohio are strongly discouraged. Any design or modifications to the existing decorative/nostalgic poles will be inconsistent with the design of the existing fixtures. Such poles may not be able to accommodate new installations and are not suitable for replacement.
(2) Traffic Signal Poles.
A. Location of antennas on traffic signal poles must be limited to the pole or the portion of its mast arm between the pole and the first signal head and not interfere with function of the traffic signal pole and its attachments. Attachment of an antenna to the pole or mast arm must be designed by a Professional Engineer licensed and registered in the State of Ohio and be included with Site Plan and Structural Calculation submittal.
B. Attachment by strapping or other means which may damage the protective coating on the pole is not permitted on decorative poles or mast arms, unless approved otherwise by the Service Director or his/her designee.
C. Antennas (including enclosures) are preferred at thirty-six inches height x twelve inches width x twelve foot depth maximum, but in all cases shall not exceed six cubic feet in volume or, in the case of an antenna that has exposed elements. The antenna and all of its exposed elements could fit within an enclosure of not more than six cubic feet in volume.
D. A maximum of one antenna per traffic signal pole.
E. Attachment of wireless equipment, other than the antenna, to the signal pole is prohibited, unless it is contained within the antenna enclosure.
F. All cables and wiring associated with small cell facilities must be concealed within the wireless support structure and segregated from existing cables or wires.
G. The City may condition approval of the collocation on replacement or modification of the wireless support structure (traffic signal pole) at the applicant's sole cost if the city determines that replacement or modification is necessary for compliance with city standards. A replacement or modification of the wireless support structure shall conform to all applicable design guidelines and city specifications for the type of structure being replaced or modified. The city may retain ownership of a replacement structure.
(3) Street Light Poles.
A. Location of antennas on street light poles must not interfere or block the illumination of the intended area to be Illuminated.
B. Attachment of antennas to the pole must be designed by a Professional Engineer licensed and registered in the State of Ohio and be included with Site Plan and Structural Calculation submittal.
C. Attachment by strapping or other means which may damage the protective coating of the pole is not permitted on decorative poles or mast arms, unless approved otherwise by the Service Director or his/her designee.
D. Antennas (including enclosures) are preferred at twelve inches height x six inches width x six inches depth maximum, but in all cases shall not exceed six cubic feet in volume or, in the case of an antenna that has exposed elements, the antenna and all of its exposed elements could fit within an enclosure of not more than six cubic feet in volume
E. A maximum of one antenna per street light pole.
F. Attachment of wireless equipment. Other than the antenna, to the signal pole is prohibited, unless it is contained within the antenna enclosure.
G. All cables and wiring associated with small cell facilities must be concealed within the wireless support structure and segregated from existing cables or wires.
H. The City may condition approval of the collocation on replacement or modification of the wireless support structure (street light pole) at the applicant's sole cost if the city determines that replacement or modification is necessary for compliance with city standards. (4) Other City-Owned Wireless Support Structures.

F. A maximum of one antenna per structure, unless approved otherwise by the Service Director or his/her Designee.
G. Attachment of wireless equipment, other than the antenna, to the signal pole is prohibited, unless it is contained within the antenna enclosure.
H. All cables and wiring associated with small cell facilities must be concealed within the wireless support structure and segregated from existing cables or wires.
I. The City may condition approval of the collocation on replacement or modification of the wireless support structure at the applicant's sole cost if the City determines that replacement or modification is necessary for compliance with City standards. A replacement or modification of the wireless support structure shall conform to all applicable design guidelines and City specifications for the type of structure being replaced or modified.
