For the purpose of nominating and electing members of Council and all purposes in connection therewith, this Charter shall be in effect from and after January 1, 1961. For the purposes of selecting and appointing the City Manager by the councilmembers to be elected at the general election to be held in November 1961 this Charter shall be effective immediately upon their election. For all other purposes it shall take effect on the first day of January, 1962. (Amended November 3, 2020)
