SECTION 3 POWERS AND DUTIES.

The Director of Finance shall be the chief fiscal officer and shall have charge of the administration of the financial affairs of the City and to that end shall have authority and shall fulfill the duties of the office as provided in the City Administrative Code or as may otherwise be required under Ohio law.
