SECTION 3 ASSISTANT CITY MANAGER; ABSENCE OF CITY MANAGER.
   The City Manager may appoint an Assistant City Manager, subject to the approval of a majority of the members elected or appointed to the Council. The Assistant City Manager shall be responsible for the daily management and leadership of such specific City departments, and shall have such other duties and assignments, as may be designated by the City Manager. The Assistant City Manager may function as the City Manager during the City Manager's temporary absence. During any period of vacancy in the office of City Manager, or an absence exceeding sixty consecutive (60) days, the Council may by resolution make a temporary appointment to fill such vacancy during the interim until a permanent appointment is effective.
