The Council shall determine its own rules and order of business. It shall keep a journal of its proceedings and the journal shall be open to public inspection. Any council member may, after unexcused absence from three consecutive regular meetings, be removed by a majority vote of the remaining members of Council and any council member shall, after absence from five consecutive regular meetings, be removed and their office declared vacant.
