1134.01 WHEN ARCHITECTURAL DESIGN REVIEW REQUIRED.
   (a)    The City has appointed a Design Review Board and adopted architectural design standards and guidelines for one or more Design Review Districts. A Certificate of Appropriateness must be obtained prior to commencing new construction, reconstruction, or other exterior modification, that will result in a change in the physical appearance of a structure located in the Design Review District.
   (b)    Exceptions: A Certificate of Appropriateness shall not be required for the following structures and activities:
      (1)    Ordinary maintenance and painting. Normal and customary building maintenance activities and painting of an architectural feature or other visible exterior improvement provided such activities do not render the structure concerned incompatible with the standards of the Design Review District.
      (2)    Emergency repairs. Emergency repairs to the exterior of a property where such repairs are:
         A.    Not caused by the neglect of the property owner;
         B.    Necessary for the preservation of the structure; and
         C.    Full restorations of all elements changed by the emergency repair are restored within twelve (12) months pursuant to the Certificate of Appropriateness process described herein.
      (3)    Emergency demolition. Upon a demolition order by either the Fire Chief or the City Manager based upon immediate danger to the public health and safety.
      (4)   Sign. Existing signs that are replaced with similar material and meets the requirements of Chapter 1160.
