A staff report, in memorandum form, shall be prepared for any required Administrative Hearing. Although the information may vary depending on the nature of the request or the scale of the proposal, the staff report should contain the following information, as appropriate for the nature of the application:
(a) Name and address of the applicant;
(b) The current zoning district of the property;
(c) A legal description of the property and its size, in acres;
(d) The nature of the request. The development proposal itself may be included as an attachment or an enclosure with the meeting’s agenda (e.g., a reduction of a proposed final subdivision or elevations of a building proposed for a certificate of appropriateness);
(e) Related actions the City must take on the development proposal. For example, if the applicant is requesting a rezoning, a conditional use permit request or variance may need to follow;
(f) Reasons the applicant may state in support of the development proposal;
(g) Existing land use and zoning within 500 feet in both written and mapped descriptions;
(h) Record of previous development decisions by the City in the immediate area within the past three to five years and any conditions that were imposed and whether they have been carried out;
(i) A statement of what the City’s long-range comprehensive plan shows for the area. The plan may include recommendations for lands outside the local government’s boundaries. These should be examined for their impact on newly annexed lands;
(j) Existing and proposed public utilities serving the site;
(k) Soil survey data;
(l) Classification of surrounding roads, traffic volumes and direction, and planned improvements;
(m) Flood Plain information;
(n) Comments from other City departments;
(o) Supporting maps and graphics;
(p) Recommendations to approve, reject, or modify the development proposal, against the backdrop of policies in the Comprehensive Plan, engineering standards, and any decision-making criteria or standards in this UDO. The report should list proposed findings of fact and law and the requirements of this UDO and provide sound reasoning leading to the proposed staff recommendation. Modification recommendations shall contain alternatives or proposed conditions for approval to mitigate impact on the surrounding area or carry out the intent of the Unified Development Ordinance.
