An Administrative Hearing shall be held before the Board of Zoning Appeals or the Planning Commission, as the case may be, prior to any quasi-judicial decision by an administrative board of the City. Reviews requiring an Administrative Hearing include:
(a) Conditional Land Use Review;
(b) Certificate of Appropriateness Review;
(c) Site Plan Review;
(d) Development Plan Review;
(e) An Appeal or a Variance;
(f) An Interpretation of the Zoning Map;
(g) Change of nonconforming use.
