(a) Variance Approval Prior to Submittal. If a proposed site plan includes a request for a variance, such variance must be approved by the Board of Zoning Appeals, in accordance with Section 1136.02 prior to Site Plan review.
(b) Municipal Department Comment. Upon receipt of an application for Site Plan Review, the Planning Director shall circulate copies of the submitted site plans to appropriate municipal departments or divisions. Each reviewer shall submit their comments related to ordinance enforcement particular to that respective department on the project to the Planning Director on a form provided in advance of the public hearing.
(c) Special Studies. In the event that the Planning Commission determines that additional information is necessary in order to make its decision, it may instruct the applicant to conduct additional studies, or seek expert advice. The cost of such studies shall be borne by the applicant. When Special Studies are required, the consultant performing the study shall be approved by the Planning Director in advance of the study being undertaken.
(d) Comment Review Conference. Once all department comments or special study reports have been returned, the Planning Director may arrange, if necessary, a meeting with the applicant or project representative to discuss any comments. Representatives of the reviewing departments may be required to attend this conference, if necessary. The purpose of this conference shall be to allow the applicant to discuss comments with the City Administration so that any needed revisions may be made prior to the actual Planning Commission meeting.
