A Development Permit shall be required before any of the following actions shall occur:
(a) The clearing, grading, filling or excavation of land, including retaining wall construction;
(b) Construction or development within a floodplain;
(c) Construction, reconstruction, erection, movement or substantial structural alteration of any structure, principal building, or accessory building;
(d) The construction, placement, enlargement, alteration or other improvements of structures such as parking lots, utility lines, signs, fences, and antennas, as regulated by this Unified Development Ordinance;
(e) Demolition;
(f) For any other purpose in which the issuance of a Development Permit is mandated by this Unified Development Ordinance.
