1101.03 PURPOSE.
   The purpose of the Unified Development Ordinance is to implement strategies and policies contained in the City of Louisville Community Plan and to provide a unified and integrated document containing the former Zoning Code and Subdivision Regulations of the City. This Unified Development Ordinance is intended to promote the public health, safety, convenience, comfort, prosperity, and general welfare of the residents of the City. Additional purposes for the adoption of this Unified Development Ordinance include:
   (a)    Protection of the property rights of all individuals by assuring the compatibility of uses and practices within districts, and the orderly, efficient and appropriate development of land;
   (b)    To ensure accurate surveying of land, preparing and recording of plats, as well as, the equitable handling of all subdivision plats by providing uniform procedures and standards for observance by both the approving authority and developer;
   (c)    Facilitation of the orderly and efficient provision of public utilities, community facilities, and public services at the minimum cost and maximum convenience;
   (d)    Proper arrangement of streets and highways in relation to existing or proposed streets and highways in conjunction with the community development plans;
   (e)    To lessen congestion on public streets, roads, and highways and for safe and convenient vehicular and pedestrian movement;
   (f)    To provide adequate and convenient open spaces for traffic, utilities, access of fire-fighting apparatus, recreation, light and air and the avoidance of congestion of the population;
   (g)    To provide for the administration and enforcement of this chapter, including the provision of penalties for its violation; and
   (h)    Any other purpose provided in this UDO, the Ohio Revised Code, or under common law rulings.
