The fees imposed by this chapter shall be collected monthly and shall be separately set forth and billed together with each utility bill issued by the City for property located in the City. Billing and collection of the fees shall begin in January 2022 with the fee for January 2022 to be included with the utility bill issued in January 2022 as to each property subject to the fee.
