163.06 DUTIES AND AUTHORITY.
     The Tree Board shall recommend to Council with the concurrence and approval of the City Manager, regulations controlling the type of species, planting, spacing, trimming, maintenance and removal of shade trees and other ornamental shrubbery on public properties within the City. It shall be the responsibility of the Board to study, investigate, develop, update annually and oversee the administration of a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, street rights-of-way and other public places. The plan will be presented annually to Council, after review and approval by the City Manager, and upon Council acceptance and approval shall constitute the official comprehensive annual tree plan for the City. The Board, when requested by Council, shall make a study and report its findings and recommendations on any special question coming within the scope of its work.
