The term of the members of the Tree Board shall be staggered to make the number of member's terms that expire each year as equal as possible. In the event that a vacancy occurs during the term of any member, a successor shall be appointed by Council for the unexpired portion of the term.
The terms of Tree Board members shall be staggered by one year such that only one Board member's term shall expire each year. Each term shall begin on the first day of January and end on the 31st day of December three years thereafter.
