157.06 FRINGE BENEFITS AND MISCELLANEOUS PROVISIONS.
   (a)    Uniforms. There shall be allocated to the Chief of Police and Police Lieutenants one thousand five hundred ($1,500) dollars for uniform allowance. There shall be allocated to part-time Police Officers nine hundred dollars ($900), regular members of the Service Department five hundred dollars ($500), and one hundred fifty dollars ($150) to the part-time Building Inspector, Property Maintenance Inspector, and Casual Labor employees of the Service Department per year as uniform allowance. The Director of Finance shall pay the uniform allowance annually, with employee's first pay. No portion of the uniform allowance shall be assignable. The uniforms, when purchased, shall become the property of the employee. (Ord. 23-57. Passed 11-6-23.)
   (b)   Personal Expenses.
      (1)   Any officer or employee upon specific prior approval of the City Manager may be reimbursed for expenses for official daily business outside Stark County. Such officer or employee shall submit a statement of the expenses to the Finance Director with such supporting data as the Finance Director requires.
      (2)   This reimbursement for any expense shall include but not be limited to the pay for the use of private automobiles at the mileage rate set annually by the Internal Revenue Service.
      (3)   Any officer or employee may request prepayment of any expenses. Such request shall be authorized by the City Manager and submitted to the Finance Director for approval with such supporting data as the Finance Director requires. Such prepayment shall be accounted for to the Finance Director within thirty days following the expenditure.
      (4)   Reimbursements other than those included in this section shall be specifically authorized by Council.
      (5)   Pursuant to Charter Article 3 Section 8, reimbursement and advance of expenses for the City Manager are considered approved and authorized by Council through the annual appropriation ordinance.

   (c)   Life, Medical, Prescription and Dental Insurance Premiums.
      (1)   The City shall provide and pay 86.5% of the premium on behalf of each full-time employee for medical and prescription insurance coverage and the remaining 13.5% shall be withheld from the employee’s pay, in equal amounts per pay period. The City shall provide and pay the premium on behalf of each full-time employee for dental/vision insurance coverage. (Ord. 22-69. Passed 11-21-22.)
      (2)   The employer shall provide and pay the full premium for all full-time employees, for a term life insurance policy in the face value of fifty thousand dollars ($50,000) for fulltime staff employees, and face value of one times their respective annual salary, rounded to the next $1,000, to a maximum of $120,000 for fulltime officers (Division Heads, Supervisors, Lieutenants).
      (3)   The City shall offer to each employee eligible to participate in the City’s medical plan a Cafeteria Plan in accordance with Internal Revenue Service regulations. Eligible employees who elect to not enroll for coverage under the medical plan in accordance with all requirements of the City’s Cafeteria Plan shall be eligible to receive a payment equal to $100.00 per pay period. The employee must provide the City with proof of their other coverage with a copy of their insurance card and/or a certificate of other coverage in order to be eligible for this payment. Employees eligible for health insurance but working less than 40 hours per week will receive a pro-rated payment based on the number of hours worked. (Ord. 14-26. Passed 5-19-14.)
      (4)   For employees who participate in the HSA option for health insurance, the City shall contribute 50% of the annual deductible into the employee’s health savings account, to be paid upon initial enrollment, and annually by January 15 thereafter. Employees eligible for health insurance, who participate in the HSA option and work less than forty (40) hours per week, will receive a pro-rated payment based on the percentage of full time hours worked over the twelve (12) months of lookback used to calculate insurance enrollment eligibility.
