Whenever in the judgment of the Property Maintenance Officer, an emergency exists which requires immediate action to protect the public health, safety or general welfare, an order may be issued, without a hearing or appeal, directing the owners, occupant, operator or agent to take such action as is appropriate to correct or abate the emergency. If circumstances warrant, the Property Maintenance Officer may act to correct or abate the emergency. If the Property Maintenance Officer acts to correct an emergency situation, the work completed shall be chargeable to the property owner or the party violating the notice.
The owner, occupant, operator or agent shall be granted a hearing before the Property Maintenance Appeals Board on the matter upon his/her request, as soon as practical, but such appeal shall in no case stay the abatement or correction of such emergency.
