1333.28 GENERAL REQUIREMENTS.
   (a)   Fire Protective Measures.
      (1)   In the stairway vicinity, each floor of a dwelling unit shall be equipped with at least one functioning smoke detector.
      (2)   Every dwelling unit shall provide at least one easily accessible and properly functioning fire extinguisher.
      (3)   The excessive storage of materials which inhibit ingress and/or egress through a dwelling unit shall not be permitted.
      (4)   The accumulation and storage of flammable materials which constitutes a fire hazard as determined by the Property Maintenance Officer shall not be permitted.
   (b)   Structural Design. Every foundation, roof, floor, exterior and interior wall, ceiling, inside and outside stair and porch and roof appurtenances thereto, shall be safe to use and capable of supporting the loads that normal use may cause to be placed thereon; and shall be kept in sound condition and good repair.
   (c)   Floors, Interior Walls and Ceilings. Floors, walls, windows, doors, ceilings and other interior surfaces shall be maintained in good, clean and sanitary condition. Peeling paint, cracked or loose plaster, decayed wood and other defective surface conditions shall be eliminated.
   (d)   Landscaping. Every premises shall be graded, drained free of standing water, planted to deter erosion and maintained in a clean, sanitary and safe condition.
   (e)   Screening. During the time of year when it is necessary for protection against insects, every door and window or other outside opening used for ventilation purposes shall be supplied with approved, tight-fitting screens not less than sixteen mesh per inch and every swinging screen door shall have a self-closing device in good working condition.
   (f)   Rodent Protection. All structures and premises shall be kept free from insect and rodent infestation. All windows located at or near ground level used or intended to be used for ventilation, all exterior openings located at or near ground level, and all exterior doorways which might provide an entry for rodents shall be supplied with adequate screens or such other devices as will effectively prevent the entrance of rodents into the structure.
